The Montgomery County Clerk operates three locations for marriage license applications. The main office is in Conroe on West Davis Street. There are also branch offices in New Caney and in The Woodlands. All three can issue marriage licenses. Couples apply in person, with both people present at the same time. Bring cash. Couples who complete the free Twogether in Texas premarital education course pay about $21 instead of $81. The course is online, free, and takes about eight hours. You get a completion certificate to bring to the clerk's office. This also allows you to waive the 72-hour waiting period. Applying for Your Conroe Marriage License
